The Massachusetts legislators have already made provisions in the latest budget for how much income the casinos will bring into the commonwealth even though the casinos are not up and running yet. Income like this is known as "Phantom Funding" and may be endangered with casino opponents lobbying hard to prevent organized gaming here in the state.
